Yes, they will do better almost anywhere else. Now, whether or not the Silver Line is even built is another question for another day. Recent media reports have the town of Loudon looking to build a stadium near a stop on the Metro's upcoming Silver Line. Pfitzner is such a dud that I doubt I'm alone in welcoming the change.
